The promised federal outcome has not been delivered: neither the Senate SAVE Act nor the related House-passed SAVE Act has cleared both chambers and become law, and the version matching the broader claim including voter ID also remains unenacted. Marshall did take concrete same-term legislative action by cosponsoring S.128, so there is evidence of effort, but cosponsorship and House passage of a related bill do not fulfill a promise to pass the SAVE Act.
