Evidence
Frankel said she was supporting measures that would 'require universal background checks and close loopholes that allow gun purchasers to avoid a background check altogether' and said she was co-sponsoring the Fix Gun Checks Act of 2013.
The House roll call for H.R. 8, the Bipartisan Background Checks Act, records 'Frankel, Lois' as voting 'Yea' on passage; the vote passed the House 227-203.
The bill text states, 'To require a background check for every firearm sale' and shows it was 'Passed House' with 'Latest Action' in the Senate placing it on the calendar, not enacted.
The law adds 'Requirements relating to background checks for persons under age 21' and provides funding for the National Instant Criminal Background Check System, but it does not establish universal background checks for all gun sales.
Frankel said the Bipartisan Safer Communities Act 'will' require enhanced background checks for gun buyers under 21 and require all commercial gun sellers to register and conduct background checks, and she voted for the bill.
Assessments
Frankel supported universal background-check legislation, including H.R. 8 in 2021, but that bill passed only the House and was not enacted. Congress did enact the Bipartisan Safer Communities Act in 2022 with narrower background-check changes, including enhanced checks for buyers under 21 and NICS funding, so the promise was advanced but not fully fulfilled as universal background checks were not enacted.
