Today, I introduce the Promoting National Service and Reducing Unemployment Act to address one of the greatest workforce tragedies—our unemployed young people—by adding 500,000 new members to AmeriCorps.

Congress.gov lists Del. Eleanor Holmes Norton as sponsor, says the bill was referred to House committees on 2024-06-03, and marks its status as Introduced. The introduced text would appropriate funds for FY2025 to increase national service positions by not less than 500,000.

AmeriCorps announced FY2026 State and National grants supporting over 35,000 AmeriCorps Volunteers, far below the promised 500,000-member expansion. Search found no concrete delivery development in the 2026-08-10 to 2026-08-12 lookback window.
Assessments
Norton materially attempted the promise by sponsoring the Promoting National Service and Reducing Unemployment Act, including H.R.8595 in the 118th Congress, which proposed adding at least 500,000 AmeriCorps positions. However, Congress.gov shows the bill was only introduced and referred to committees, not enacted, and recent AmeriCorps grant activity supports about 35,000 members rather than the promised 500,000-member expansion. The promised statutory passage and program expansion therefore were not delivered, but the legislative attempt warrants the effort badge.
