I intend to stop the Left's tyranny in its tracks by eliminating the federal excise tax on firearms and ammunition.
1) Repeal the excise tax on firearms and ammunition. 2) Repeal the National Firearms Act excise tax on firearms
3) Pass the Hearing Protection Act (HPA) and deregulate/remove sound suppressors/silencers from the National Firearms Act. Deregulate short-barreled rifles and short-barreled shotguns by adding them to the HPA as well.
4) Remove the “Sporting Purposes” test which is currently used to determine the legality of various types of firearms and ammunition.
5). Fix the Brady Background System Check problem by eliminating it!
6). Remove the interstate ban on purchasing a handgun.

Clyde materially attempted to fulfill the promise by introducing the RETURN our Constitutional Rights Act to repeal federal excise taxes on firearms and ammunition, but the bill was only introduced and did not become law. Current federal Treasury/TTB guidance still lists the firearms and ammunition excise taxes as active, so the promised elimination has not been delivered during his continuing House service. Because there was a serious legislative attempt without enactment, this is a failed delivery with an effort badge.
Clyde made a concrete legislative attempt by introducing H.R.8167 in June 2022 to repeal federal excise taxes on firearms and ammunition, but the bill remained at the introduced stage and was not enacted. Current federal guidance still lists firearms and ammunition excise taxes under 26 U.S.C. 4181, with 10% rates for pistols/revolvers and 11% rates for other firearms, shells, and cartridges. Because the promised elimination of the taxes did not occur, the outcome is never, with an effort badge for the serious legislative attempt.
