In an August 5, 2022 candidate Q&A, Moylan said he was "committed to reintroducing Congressman San Nicolas' bill on my first day in Congress, if it does not pass by year-end."
Congress.gov shows Moylan introduced H.R. 4814, the Supplemental Security Income Equality Act, on July 29, 2025, with the text extending SSI to Guam, Puerto Rico, American Samoa, and the U.S. Virgin Islands.
Moylan's first recorded House bill in the 118th Congress was H.R. 673, introduced on January 31, 2023, more than three weeks after the new Congress convened.
Congress.gov shows another early Moylan bill, H.R. 1191, was introduced on February 24, 2023, again weeks after the start of the Congress and on a different subject.
Assessments
The condition appears to have been triggered because Guam SSI legislation was not enacted by the end of 2022, but Moylan did not reintroduce San Nicolas's SSI bill on his first day in Congress. His first recorded House bills in 2023 were introduced weeks later and concerned other subjects. He did later introduce an SSI extension bill in July 2025, which is a serious legislative attempt on the policy goal, but it did not fulfill the promised first-day action.
