Specifically, the Integrated Local, Regional, and Interregional Transmission Planning Act builds on FERC Order 1920 by requiring FERC to issue a regulation that would require transmission planning regions (excluding the Electric Reliability Council of Texas) to: Integrate interregional, regional, and covered local transmission planning processes;
Require the Federal Energy Regulatory Commission to integrate interregional, regional, and covered local transmission planning processes to make the electric grid more efficient, reliable, resilient, and affordable.

“(b) Rulemaking .—Not later than 6 months after the date of enactment of this section, the Commission shall propose a rule, and not later than 18 months after the date of enactment of this section, the Commission shall issue a final rule, to modify and augment existing transmission planning processes, so as to— “(1) integrate the planning for interregional transmission facilities, regional transmission facilities, and covered local transmission facilities;
