Assessments
Verified evidence shows Warner materially supported the Telecommunications Cybersecurity and Resilience Act by introducing it, and verified bill materials describe the intended voluntary public-private framework. But the verified record only shows the bill was read twice and referred; there is no verified evidence that the Act was enacted or that the framework was actually created as of 2026-09-30. Because this is an outcome commitment and an attempt without enactment is unresolved, it should not receive delivery or partial outcome credit.
