Except as provided in subsection (f)(3), it shall be unlawful for a developer to make a chatbot that does not satisfy the requirements of paragraph (2) available as a service for deployment to consumers that such developer knows, or reasonably should know, will be available to, or is reasonably likely to be used by, a minor.
Assessments
The verified commitment was to require developers to build safety standards into AI chatbot models before use by children. The verified bill text would make it unlawful for developers to make noncompliant chatbots available where minors are likely users, which matches the proposed policy mechanism. However, the verified evidence shows only introduced bill language, not enactment or an implemented legal requirement. With no deadline expired as of 2026-10-12, this is an attributable same-term effort, but the promised requirement has not been verified as delivered.
