Evidence
Congresswoman Robin Kelly submitted the following community projects for funding in the FY2027 Appropriations bill. The Energy and Water Development request would provide technical planning, design and construction assistance for environmental infrastructure needs in Cook County and replace aged water infrastructure, including storm and sanitary sewers. The Interior, Environment request says the project is for the rehabilitation of a water treatment facility. Another request seeks to replace old deteriorating water mains and lead service lines within the Phase II area of the East Side neighborhood in the City to protect the public health of this disadvantaged community.
Assessments
Kelly has taken concrete federal action toward environmental justice through appropriations requests for water infrastructure, treatment-facility rehabilitation, lead service line replacement, and support for disadvantaged communities in her district. However, the claim is broad and the evidence shows pursued initiatives rather than a completed, comprehensive outcome addressing environmental racism. This supports partial credit during her current House service, not full delivery.
