CBP says it has "more than 100 miles of new border wall and waterborne barrier funded with prior year appropriations in various stages of planning and construction."
CBP says construction is only occurring on federally managed land in the IBWC floodplain, and the Laredo 3 Project includes wall panels and river buoys stretching across 25.1 acres and 56.4 miles of the Rio Grande.
Laredo city leaders approved expanded right-of-entry access so CBP can conduct boundary surveys, soil sampling, geotechnical work, and appraisals for a proposed smart wall project, while saying the agreement does not allow construction or material storage.
CBP told Rep. Cuellar it does not agree with the Laredo flood-risk study and says it conducts hydraulic and hydrologic analyses before building barriers in floodplain areas; it also says the barrier system is engineered to withstand 100-year flood events.
