Its summary says the law extends renewable electricity tax credits with additional amounts for prevailing wages, registered apprenticeship, domestic content, and energy communities; creates or extends clean vehicle, clean electricity, clean hydrogen, and clean manufacturing incentives.
The White House described the IRA as building a clean energy economy, including more solar panels, wind turbines, battery plants, rural clean energy projects, and creating millions of good-paying jobs making clean energy in America.
DOE reported that in 2023 clean energy employment increased by 149,000 jobs, grew 4.9%, and accounted for 59% of new energy-sector jobs. The report also says the IRA invests $370 billion in clean energy projects and uses bonus credits for wage and training standards.

Its CRS summary says the law terminates multiple energy-related federal tax credits, including previously-owned clean vehicle, clean vehicle, commercial clean vehicle, alternative fuel refueling property, energy efficient home improvement, residential clean energy, and clean hydrogen credits on accelerated schedules.
Assessments
Dingell's broad federal promise was to promote a clean-energy transition while creating good-paying American jobs. During the same congressional term, she voted for final House passage of both the Infrastructure Investment and Jobs Act and the Inflation Reduction Act, which became law and included major clean-energy investments, domestic manufacturing and clean technology incentives, EV and grid infrastructure, prevailing wage, apprenticeship, and related job-quality provisions. Subsequent DOE jobs data supports that clean-energy employment grew after enactment. Later 2025 rollbacks curtailed some incentives, but they do not erase the substantial same-term delivery of the promised policy direction.
