The recent releases do not show any direct action on PPP loans or replacing SBA loans with grants.
The House votes page shows Carter's most recent recorded votes on May 14-15, 2026 were on H.R. 8469 appropriations, H.R. 8365 the Monitor Accountability Act, and H.R. 5625 the Cashless Bail Reporting Act.
Carter's district page says H.R. 7451, the Revitalizing Small and Local Businesses Act introduced on April 7, 2022, would establish a competitive grant to help local businesses provide technical assistance, capacity building, and related services.

The evidence shows no enacted expansion of forgivable PPP loans and no replacement of SBA loans with grants attributable to Carter.
