Rosa DeLauro (D-CT) today introduced a series of tax bills that would cut taxes for America’s middle class and working families. The bills would expand the Earned Income Tax Credit (EITC), American Opportunity Tax Credit (AOTC), and Child Tax Credit (CTC) for hardworking Americans.

This legislation expands the Earned Income Tax Credit for childless workers; expands refundability of the child tax credit so that more low-income families can benefit and extends the program to cover qualifying families in Puerto Rico.

Ways and Means Committee Democrats introduced legislation to extend the Earned Income Tax Credit, the Child Tax Credit and the American Opportunity Tax Credit. Neal said he urged House Republicans to extend the enhancements to the child tax credit and earned income tax credit from his bill.

Neal said the committee was taking steps to provide support for workers and middle-class families. He described the Economic Mobility Act as expanding the Earned Income Tax Credit for childless workers and expanding refundability of the child tax credit so more low-income families could benefit.
The enrolled law revised and increased the child tax credit in 2021 and made it refundable. It also revised the earned income tax credit for individuals with no qualifying children, including lower eligibility age and other expansions.
On March 9, 2021, Neal voted Yea on the vote to order the previous question for H.R. 1319, the American Rescue Plan Act of 2021, which later became law with CTC and EITC expansions.

The promise was to support middle-class tax cuts and expansion of the Child Tax Credit and Earned Income Tax Credit, and the record shows Neal did that directly. He publicly backed these policies, introduced and advanced Ways and Means legislation expanding the CTC and EITC, and voted to advance H.R. 1319.
