He has worked hard to make sure federal employees have the benefits they’ve earned to support themselves and their families. On behalf of the over 70,000 federal employees in Congressman Hoyer’s district, he has consistently advocated and fought for a fairly compensating the federal civilian workforce for their service to Americans.
Will keep fighting for fair compensation and earned benefits for federal employees.

Evidence
Congressman Hoyer is proud to represent thousands of federal employees and retirees who live and work in the Fifth District. In Congress, he has led the fight for fair pay and benefits, with a strong focus on ensuring pay parity between military and civilian personnel - as well as quality health care coverage, a solid retirement system, and fair working conditions.
Today, U.S. Congressman Steny H. Hoyer and U.S. Senators Tim Kaine and Mark R. Warner led a bicameral letter calling for pay parity for federal civilian employees... they request that he submit a revised pay plan that would provide a 4.5% pay increase for the entire federal workforce.
The members are launching this Caucus to bolster efforts to protect federal workers and strengthen our merit-based federal civil service so these dedicated public servants can continue to deliver for the American people without political interference... I have fought to protect them from DOGE's crusade, and Congress must do the same.
Assessments
The promise was framed as continued advocacy rather than a discrete enacted policy outcome. The evidence shows Hoyer continued to act on federal employee compensation and benefits during the relevant term, including leading a 2024 bicameral letter for federal civilian pay parity and helping launch a 2026 Federal Workforce Caucus focused on protecting federal workers. Because the promised action was to keep fighting, these concrete advocacy actions satisfy the promise even without proof of final enactment of broader pay or benefits changes.
