Evidence
Our veterans have dedicated their lives to protecting our freedoms, and we have a solemn duty to ensure they receive the highest quality care, resources, and support as they transition to civilian life. They have earned these benefits through their service and sacrifice, and I am committed to cutting through the red tape that too often turns this transition into an unnecessary struggle.
Mr. Finstad introduced the following bill; which was referred to the Committee on Veterans' Affairs. H.R. 5365 would authorize the Secretary of Veterans Affairs to enter into a lease for a Vet Center in Mankato, Minnesota.
Today, Congressman Brad Finstad introduced the Better Examiner Standards and Transparency for Veterans (BEST for Vets) Act, which would ensure that all medical disability examinations performed at or on behalf of the Department of Veterans Affairs are conducted by only licensed healthcare professionals.
May 15, 2026, Roll Call 175 on H.R. 8469, "Making appropriations for military construction, the Department of Veterans Affairs, and related agencies for the fiscal year ending September 30, 2027, and for other purposes," passed 400-15. Brad Finstad voted Yea.
On May 20, 2026, Finstad voted Yea on Roll Call 180, S. 2393, the "Fiscal Year 2025 Veterans Affairs Major Medical Facility Authorization Act," and Yea on Roll Call 185 / Aye on Roll Call 186 for H. Res. 1300, which included consideration of H.R. 1041, the Veterans 2nd Amendment Protection Act, and H.R. 6047, the Sharri Briley and Eric Edmundson Veterans Benefits Expansion Act.
S. 2393 is the "Fiscal Year 2025 Veterans Affairs Major Medical Facility Authorization Act," a veterans-care infrastructure bill reported in the Senate and referred to the Committee on Veterans' Affairs.
Assessments
Finstad has taken concrete federal legislative actions aligned with the promise, including introducing veterans-related bills and voting for VA appropriations, veterans facility authorization, benefits, and related floor measures during his current House service. However, the evidence shows support, introductions, referrals, and votes rather than clear enactment or implementation of a broad outcome ensuring veterans receive high-quality care, resources, and transition support. Because the promise is broad and ongoing, these actions merit partial credit and an effort badge, not full delivery.
Finstad took concrete same-term actions aligned with the promise, including introducing the BEST for Vets Act to improve VA disability exam standards and a bill to authorize a Vet Center lease in Mankato. However, the evidence shows introductions/referrals and stated commitment, not enactment or a demonstrated delivered outcome ensuring veterans broadly received improved care, resources, and transition support. This supports partial fulfillment with a serious-effort badge.
