We must act now to become energy independent. ... That includes domestic oil exploration, pipeline construction, fracking, nuclear energy development, solar, wind, coal, and all other forms of energy that America has proven we can produce cleanly, safely, efficiently and effectively.
We need an all-of-the-above approach to energy that aggressively puts America on the fast-track to independence. Evidence
Energy: "America's energy problem is an economic crisis and a matter of national security. We must act now to become energy independent. We can no longer afford to buy oil and other resources from our enemies. We need an all-of-the-above approach to energy that aggressively puts America on the fast-track to independence."

Roll Call 304 shows H.R. 1949, the Unlocking Our Domestic LNG Potential Act, passed on Nov. 20, 2025, and lists Harrigan as voting Yea.
The office says Harrigan voted to pass H.R. 1949, describing it as legislation that removes federal barriers on natural gas imports and exports and restores America's ability to meet rising energy demand at home and abroad.
The office's press releases include: "Congressman Pat Harrigan Introduces the Nuclear Rate Stabilization Act to Lower Energy Bills and Expand Nuclear Energy" and a March 10, 2026 release introducing the Taiwan Energy Security and Anti-Embargo Act.
Assessments
Harrigan has maintained the all-of-the-above energy position in office and taken concrete same-term actions aligned with parts of it, including voting for H.R. 1949 on domestic LNG and introducing or promoting nuclear and energy-security legislation. However, the evidence shows support and legislative activity rather than enactment of a comprehensive all-of-the-above strategy, and it does not establish meaningful delivered progress on the renewables portion. This merits partial credit, not full delivery.
Harrigan has kept the all-of-the-above energy position active in office and taken concrete same-term legislative actions aligned with parts of the promise, including voting for H.R. 1949 on domestic LNG and introducing or promoting nuclear and energy-security legislation. However, the evidence does not show that a comprehensive all-of-the-above strategy leveraging domestic resources while advancing renewables and nuclear power has been enacted or fully delivered, and the renewables component is supported mainly by stated position rather than demonstrated policy success. This is meaningful progress and effort, but not full fulfillment.
