Occurrences
Evidence
Congresswomen Deborah Ross, Nikema Williams, Haley Stevens, and Alma Adams introduced the Clean Slate Through Repayment Act, Clean Slate through Rehabilitation Act, and Clean Slate Through Consolidation Act to remove default records from the credit history of federal student loan borrowers who have acted to rectify their defaulted loan. Ross said she was proud to join colleagues in introducing the bills to help borrowers get a clean slate and reach their goals.
GovInfo shows that Ms. Ross introduced H.R. 8351 and it was referred to the Committee on Education and Workforce. The bill would amend the Higher Education Act to remove from a borrower’s credit history the record of default on a defaulted federal loan upon repayment.
Assessments
Ross has taken concrete same-term legislative action related to student loan borrowers by introducing Clean Slate bills, including H.R. 8351, aimed at reducing credit-history harms for borrowers who resolve defaulted federal loans. That is consistent with continuing to fight harmful student lending outcomes, but the evidence shows introduction and referral only, not enactment or a completed oversight/enforcement result against lenders or institutions that defraud students. Because the promised outcome has not been fully delivered but there is a serious legislative effort, partial credit is appropriate.
