Rep. Foushee, Valerie P. [D-NC-4]* 03/05/2025
Today, Congresswoman Valerie Foushee (NC-04) joined ... in introducing the Democracy Restoration Act of 2023 (DRA), historic legislation which would end the permanent denial of voting rights nationwide to individuals with criminal convictions who have been released from incarceration and have fulfilled their custodial sentence.
“Congress must act with urgency to restore and strengthen the Voting Rights Act and ensure that no court decision turns back the clock on equal representation.”
Assessments
Foushee promised continued advocacy and support for federal voting-rights legislation, not necessarily enactment of such legislation. During her House term she served as an original cosponsor of major federal voting-rights bills including the John R. Lewis Voting Rights Advancement Act, Freedom to Vote Act, and Democracy Restoration Act, and publicly urged Congress to strengthen voting-rights protections. Although the cited bills had not become law, her promised action was to fight for and support federal legislation ensuring equal ballot access, which she did in the same federal term.
The promise was framed as continued advocacy and support for federal voting-rights legislation, not as a guarantee that such legislation would become law. Foushee fulfilled that action-oriented commitment by publicly maintaining voting-rights advocacy and serving as an original cosponsor or supporter of major federal voting-rights bills, including the John R. Lewis Voting Rights Advancement Act, Democracy Restoration Act, and Freedom to Vote Act. The broader legislative outcomes were not enacted, but enactment was not the promised deliverable.
