Morelle publicly committed to eliminating surprise medical bills, and while serving in the House he voted for the December 21, 2020 package that included the federal No Surprises Act, which created broad protections against many surprise out-of-network bills and was later implemented by CMS. That gives him real but limited credit within his same federal term. Full delivery is too strong because the promise was to end surprise medical billing, and the enacted policy did not eliminate all such billing problems or clearly rest on Morelle as a lead author or principal mover rather than a supporting vote.
