Assessments
McDowell has taken concrete defense and security-related actions during the same term, including introducing a Coast Guard cybersecurity bill and winning House passage of a bill strengthening Coast Guard drug-enforcement and overdose-response authority. These are meaningful steps consistent with the general promise to strengthen the military or national defense capacity, but the evidence shows only limited, defense-adjacent accomplishments rather than a broad, completed strengthening of the military as a whole. Because there is documented legislative progress directly tied to him but not a clearly completed, wide-ranging fulfillment of the promise, partial credit is the best fit.
