Hoyle has actively advocated for protecting Medicare and introduced H.R.1700, the Social Security Expansion Act, in the 119th Congress to expand Social Security benefits and payroll-tax financing. However, the evidence shows the bill was only referred to committee and no enacted federal outcome protecting and expanding both Social Security and Medicare is shown. Because this is a broad federal policy promise requiring enacted legislative or executive results, advocacy and introduction of a bill are serious effort but not delivery.
