Assessments
Balderson made concrete legislative efforts related to the promise, including supply-chain resilience legislation aimed at reducing reliance on China and a bill to protect the distribution transformer supply chain. However, the cited bills were introduced, referred, or advanced procedurally without evidence of enactment or a completed reduction in U.S. dependence on China or other bad actors. Because the promised outcome was not delivered despite serious legislative effort, this should be marked never with an effort badge.
