The campaign issues page has a section titled "AN INCLUSIVE DEMOCRACY FOR ALL" and says Casar is a proud co-sponsor of the Freedom to Vote Act, supports the John Lewis Voting Rights Advancement Act, advocates ending the filibuster, and backs a constitutional amendment to limit corporate spending in elections. It also says he pushed for more voting locations and citizen redistricting commissions while on the Austin City Council.
Casar's official House bio says he is fighting to restore voting rights and describes his work in Congress as aimed at progressive ideals. The same page says he is fighting to restore abortion rights and voting rights, which aligns with the campaign pledge to build an inclusive democracy.
The House issues page lists democracy-related priorities such as civil rights, voting rights, and an end to discriminatory barriers. It does not show enacted democracy legislation, but it does document an ongoing issue focus that is consistent with the campaign promise.
Casar and colleagues released a letter urging the U.S. to defend democracy in Pakistan by withholding recognition of a new government until an investigation of election interference was completed. This is concrete democracy-related action, but it concerns a foreign election rather than domestic election reform.

However, the evidence does not show that the promised outcome was actually delivered through enacted federal democracy reform, restored voting rights, filibuster reform, campaign-finance constitutional change, or another completed result matching the broad pledge. Because there was serious legislative or executive effort without delivery of the promised outcome, this should be marked never with an effort badge.
