"Today, we delivered real, actionable solutions to restore law and order at our border. As Title 42 ends today, there is no more time to waste. We urge the Senate to act and pass the Secure the Border Act to restore the integrity of our homeland security."
McCaul announced the House passage of a provision reimbursing border states with $12 billion for costs incurred to secure the border under the Biden administration. The release says he "has championed the provision and advocated for its passage for months."
McCaul (for himself and Mr. Cuellar) introduced the following bill; which was referred to the Committee on Homeland Security. The bill would amend the Homeland Security Act of 2002 to establish a Biometric Identification Transnational Migration Alert Program.
McCaul said, "As someone who lives in a border state, Texas, we saw the most dangerous wide-open border that I've seen in my 22 years in Congress."
Assessments
McCaul made repeated federal legislative efforts to strengthen border security, including sponsoring border-security bills in 2015 and 2017 and helping advance H.R. 2, the Secure the Border Act of 2023, through the House. However, the core promised outcome, securing America's borders, was not shown as fully achieved: the major bills cited did not become law, and later evidence still describes the border as an ongoing problem. The 2025 House-passed reimbursement provision is a concrete border-related policy win during his service, but reimbursing states for prior border-security costs is not equivalent to securing the border. This supports partial credit with an effort badge rather than full delivery.
McCaul made repeated serious legislative efforts related to border security, including sponsoring border-security bills and helping pass H.R. 2 through the House, plus advocating reimbursement funding for state border-security costs. However, the cited major border-security bills did not become law, and reimbursement funding does not itself fulfill the promised outcome of securing America's borders. The evidence supports substantial effort but not delivery of the promised result.
