FAA announced more than $523 million in 332 Airport Infrastructure Grants across 43 states for runway rehabilitation, apron and taxiway improvements, terminal upgrades, and other airfield investments intended to modernize infrastructure, improve safety, and improve travel efficiency.
FAA announced $26 million for aviation workforce development, including training programs for future pilots, apprenticeships and internships, student outreach, simulators, and grants for pilot and aviation maintenance technician pipelines.
The Transportation and Infrastructure Committee says Chairman Sam Graves and Ranking Member Rick Larsen introduced H.R. 7613, the ALERT Act, on February 20, 2026; the House approved it on April 14, 2026; and the bill addresses all 50 NTSB safety recommendations after the 2025 DCA midair collision.
Congress.gov lists Rep. Larsen as an original cosponsor of H.R. 6086 and shows the latest action as ordered to be reported by the House Transportation and Infrastructure Committee on December 18, 2025. The bill would provide continuing appropriations to the FAA during funding lapses and prioritize Air Traffic Organization employee compensation if funds are insufficient.
Larsen announced FY2027 Community Project Funding requests, including support for the Cascadia Sustainable Aviation Fuels Research and Development Center at Paine Field Airport, described as advancing sustainable aviation, aviation manufacturing, clean energy, workforce development, and economic opportunity.
Public Law 118-63 reauthorized and improved the FAA and civil aviation programs. It authorized Airport Improvement Program funding of $4 billion annually for FY2025 through FY2028, FAA facilities and equipment funding, FAA operations funding, aviation safety improvements, airport infrastructure modernization, and aviation research and development funding.
The House Clerk records H.R. 3935 passing 387-26 on May 15, 2024, and lists Larsen (WA) as voting Yea on the motion to concur in the Senate amendment to the Securing Growth and Robust Leadership in American Aviation Act.
Larsen’s office described him as a lead Democratic negotiator for the FAA Reauthorization Act of 2024 and said the bill reauthorized FAA infrastructure and safety programs for five years, provided critical safety enhancements, invested in resilient Washington airport infrastructure, funded aviation workforce grants, and supported innovative aviation technologies.

The promise was to support federal investment in aviation industry growth and safety, not to single-handedly enact a narrow program. That outcome was delivered through the FAA Reauthorization Act of 2024, which became Public Law 118-63 and authorized major airport infrastructure, FAA operations, safety, workforce, research, and modernization funding through FY2028. Larsen has direct candidate credit: he voted for final passage and his office identifies him as a lead Democratic negotiator on the enacted package. Later 2026 FAA infrastructure and workforce grants further show the investment stream being implemented, while Larsen's 2026 ALERT Act, Aviation Funding Solvency Act cosponsorship, and aviation funding requests add continuing same-office effort.
