Rep. Carter said he introduced H.R. 25, the Fair Tax Act, which would replace the current tax code with a national consumption tax and eliminate the need for the IRS.
Congress.gov shows H.R. 25 was introduced by Rep. Carter and referred to the House Committee on Ways and Means on 2025-01-03; the summary says it would replace federal income, payroll, estate, and gift taxes with a federal sales tax and eliminate the IRS.

Carter materially pursued the promise by introducing H.R. 25, the FairTax Act, in a later House term. The bill aligned with the promise by seeking to replace the existing tax code with a national consumption tax and eliminate much of the filing apparatus. However, the promised outcome was not enacted or implemented, and taxpayers were not given a postcard-level federal filing system. Because this was a serious legislative attempt but did not deliver the promised result, the correct outcome is never with an effort badge.
