Mr. SHERMAN. Mr. Speaker, I am proud to cosponsor the Stop Excessive Force in Immigration Act. I look forward to working with the bill’s authors through the legislative process to improve important details of that bill.
During the event, Sherman provided updates on congressional efforts to push back against aggressive immigration enforcement actions by ICE that have generated fear in communities across Los Angeles and around the country.

The diversity immigrant visa lottery has not been permanently eliminated from U.S. immigration law, so the promised policy outcome was not delivered. Sherman did make meaningful efforts consistent with the promise: he publicly advocated eliminating the program in 1998, cosponsored a 2007 House amendment to bar use of funds for the Diversity Visa Program, and later stated that he had consistently opposed the diversity visa lottery while favoring consideration of abolition through regular legislative process. Those efforts support an effort badge, but not full delivery because the program remained in law and repeal efforts did not become enacted permanent policy.
