Evidence
Gillibrand spoke on the Senate floor and called on Congress to pass the FAMILY Act. The release says the bill would create a paid family and medical leave program for all workers, providing up to 66 percent wage replacement for 12 weeks in the event of a serious personal or family medical emergency.
The press release says the FAMILY Act would create a universal, gender-neutral, national paid family and medical leave program and ensure workers can take up to 12 weeks of paid leave for pregnancy, birth or adoption, recovery from serious illness, or caring for a seriously ill family member.
Gillibrand and DeLauro introduced the FAMILY Act as their signature legislation to create a permanent, national paid family and medical leave program. The release says every worker, including self-employed and part-time workers, would have access to paid leave for every serious medical event, every time it is needed.
Sponsor: Sen. Gillibrand, Kirsten E. [D-NY] (Introduced 09/16/2025). Latest Action: Senate - 09/16/2025 Read twice and referred to the Committee on Finance. Tracker: Tip says the bill has the status Introduced.
Assessments
The promised outcome was enactment of a comprehensive, affordable, gender-neutral federal paid family and medical leave program, including the FAMILY Act. Gillibrand has repeatedly sponsored and promoted the FAMILY Act during and after the 2018 Senate campaign cycle, including the 119th Congress version introduced on September 16, 2025. But the latest Congress.gov status shows S.2823 was only introduced, read twice, and referred to the Senate Finance Committee, with status still Introduced and no enactment. That is a serious legislative effort, but the promised national program has not passed.
