Senator Tom Cotton today introduced legislation to streamline natural gas pipeline projects, affirming FERC as the sole lead agency and eliminating unnecessary red tape.
Designate the Federal Energy Regulatory Commission (FERC) as the sole lead federal agency for interstate natural gas pipeline projects and streamline permitting by eliminating duplicative federal reviews and regulatory red tape.

Evidence
Action: Mr. Cotton introduced the following bill; which was read twice and referred to the Committee on Energy and Natural Resources. Short title: Jurisdictional Oversight and Adjudication for Natural Gas Act. Full title: To promote interagency coordination for reviewing certain authorizations under the Natural Gas Act, and for other purposes.
The Jurisdiction Oversight and Adjudication for Natural Gas Act affirms the Federal Energy Regulatory Commission (FERC) as the sole lead agency and eliminates unnecessary bureaucratic red tape. The release also says the bill would "affirm FERC as the sole lead agency for coordinating NEPA reviews and related federal authorizations for interstate natural gas pipelines under the Natural Gas Act."
FERC reviews applications for construction and operation of interstate natural gas pipelines under the authority of section 7 of the Natural Gas Act. FERC itself has no jurisdiction over pipeline safety or security, but actively works with other agencies with safety and security responsibilities. The Commission has expedited the certification of natural gas pipelines by having Commission staff actively participate in projects using the pre-filing process.
