Rep. Messmer said the House passed the Farm, Food, and National Security Act of 2026 on April 30, 2026, and that he had secured “Improved food access for low-income individuals through the SNAP Online Access Act” during farm bill negotiations.
Section 4111 is titled “Permanent Authority for Supplemental Nutrition Assistance Program Online Purchasing” and says it would amend the Food and Nutrition Act to require the Secretary to transition SNAP online purchasing from pilot status to permanent nationwide program operations.
