The bill text says Hoyer introduced a bill to establish an International Terrestrial Carbon Sequestration Program. Eligible projects included reducing deforestation and forest degradation, restoring forests to support carbon sequestration, and prioritizing reductions in greenhouse-gas emissions from deforestation.

Axios reported that after President Biden joined the COP26 pledge to halt and reverse deforestation by 2030, Hoyer introduced AMAZON21 legislation authorizing funding toward that goal, including forest conservation and carbon sequestration projects.
