This was an ongoing conduct promise from Rand Paul's 2022 U.S. Senate campaign, not a promise to enact one specific bill. During the Senate term following that campaign, Paul continued to take votes and legislative actions consistent with the pledge: voting against appropriations spending, backing limits on surveillance authorities, introducing anti-regulatory legislation such as the REINS Act, and offering spending-cut amendments. Some measures failed, but the promised behavior was to continue voting and opposing these categories of federal action, which the evidence shows he did.
