The letter opens by describing concern over American AI systems being extracted through adversarial distillation and asks Anysphere for information about Cursor’s Composer 2 model and its reliance on a Moonshot AI open-weight model.
The companion letter requests information from Airbnb about its reliance on an AI model developed by Alibaba and states the Committees have concerns about the national security and data-security implications of that approach for American customers and system integrity.
The release also cites an April 2026 White House OSTP memo warning that foreign entities, primarily based in China, are conducting deliberate, industrial-scale campaigns to distill U.S. frontier AI systems through proxy accounts and other coordinated methods.
