Evidence
The House Rules Committee record provides that the House amendment to S. 1318 would add the text of H.R. 1919 as passed by the House. The same record lists a Cloud (TX) amendment, with other sponsors, to prohibit the Federal Reserve from studying, developing, or issuing a central bank digital currency.
Congress.gov lists H.R. 1919 with status Passed House, a July 17, 2025 House passage vote of 219-210, an official title to amend the Federal Reserve Act to prohibit Federal Reserve banks from certain CBDC-related activities, and Rep. Michael Cloud as a March 6, 2025 cosponsor.
Assessments
Cloud materially advanced the anti-CBDC promise during the same federal term by cosponsoring H.R. 1919 and offering a related House Rules amendment.
