Assessments
Rep. Watson Coleman publicly advanced the policy by introducing and reintroducing the Customer Non-Discrimination Act to ban discrimination based on sex, sexual orientation, and gender identity in public accommodations, but the evidence does not show enactment or a completed federal prohibition. Under the adjudication rules, a serious legislative attempt without passage is not delivery, so this is best coded as failed/never with effort credit.
