pass any tariff refunds on
Press large retailers and shippers to pass tariff refunds on to consumers and small businesses that paid tariff-related costs.
Occurrences
Evidence
Markey said he was again urging CBP to use a simple automatic refund process and calling on the largest retailers and shippers to pass any tariff refunds on to consumers and small businesses. The release says the companies' responses did not include any firm commitment beyond what the law requires.
FedEx says it will issue refunds to the shippers and consumers who originally bore the charges once it receives refunds from CBP, and says it has begun receiving some IEEPA-related refunds while working through validation and reconciliation.
Assessments
Markey actively pressed CBP, retailers, and shippers to pass tariff refunds through to consumers and small businesses, and at least one major shipper said it would refund customers once it received CBP refunds. But the evidence does not show broad retailer/shipping pass-through or full completion of the promised outcome, so this is partial credit rather than full delivery.
