The promise was fulfilled. The House-passed FY2026 State and related programs bill, H.R. 7006, included Section 7048 requiring the Secretary of State to review foreign governments' United Nations voting practices when considering bilateral assistance. That language was later carried into the enacted Consolidated Appropriations Act, 2026, H.R. 7148, which became Public Law 119-75 on February 3, 2026, and retained Section 7048 with the same operative requirement. Because Mario Diaz-Balart was serving in the House and chaired the appropriations subcommittee responsible for this bill area, he materially advanced the provision and can receive full credit within the same term.
