Assessments
McGarvey promised to fight for abortion rights, which is an advocacy/legislative-effort promise rather than a promise to singlehandedly enact federal abortion protections. In his first House term, he was an original cosponsor of the Women’s Health Protection Act of 2023, a direct federal bill to protect abortion access, and voted against Republican abortion-related restrictions. Because he materially advanced the promised position during the relevant federal term, the promise counts as delivered in the same term even though the broader statutory outcome did not become law.
