For a House member, a promise to "support" a policy is judged mainly by her own legislative conduct, not by whether the full reform became law. Foxx voted for H. Con. Res. 34 on April 15, 2011, the House Republican budget plan that kept traditional Medicare for current or near-current seniors while moving younger future beneficiaries to a premium-support/private-plan model similar to the claim's Medicare Advantage-style choice framework.
