The promise was to keep fighting for serious ICE and CBP reforms, not necessarily to secure final passage of those reforms. The evidence shows Durbin and fellow Democrats were still actively pressing for accountability guardrails, forcing amendment fights, and pursuing oversight actions against DHS and ICE during the relevant term. Although the major June 10 funding law omitted the reforms they wanted, that cuts against policy success, not against the narrower promise to continue the fight. On that standard, the promise was delivered in the same term.
