The bill summary says it would require the Treasury Department to set up an account to fund border-barrier design, construction, and maintenance, which matches the promise’s core Treasury-account and fencing objective. The bill did not advance beyond committee, and later border-security funding did not enact this exact mechanism, but the promise was to introduce the legislation, and he did so himself.
