I respectfully request that you include Empty Lots to Housing Act in the Surface Transportation Reauthorization.
Kevin Mullin will work to include the Empty Lots to Housing Act in the Surface Transportation Reauthorization.
Occurrences
The Empty Lots to Housing Act would help cut the bureaucratic red tape that has prevented local communities from developing housing on land previously acquired with funds from the Federal Highway Administration (FHWA) that is no longer needed for its original purpose.
One solution is to repurpose underutilized lots near transit into housing.
Evidence
The official House floor schedule for the week of June 1, 2026 listed several bills for consideration, but it did not list any surface transportation reauthorization bill, the BUILD America 250 Act, or any housing measure tied to the Empty Lots to Housing Act. Page search found no matches for transportation, BUILD America, or housing.
A May 29 report said the House Transportation and Infrastructure Committee approved the BUILD America 250 Act on May 22, but the measure still needed full House and Senate action. The reporting described autonomous-trucking rules, remote-operator requirements, and workforce training grants, not the Empty Lots to Housing Act.
Assessments
Mullin materially advanced and achieved the promised inclusion during his current House service. He led introduction of the Empty Lots to Housing Act on May 29, 2025 and publicly identified it on June 27, 2025 as one of his priorities for inclusion in the 2026 Surface Transportation Reauthorization. On May 22, 2026, his office stated that the Transportation and Infrastructure Committee approved the Empty Lots to Housing Act and that it was included in the committee-passed Surface Transportation Reauthorization package. Because the promise was to work to include the act in that reauthorization vehicle, not necessarily to finish final enactment of the whole package, this counts as delivered in the same term even though full House and Senate passage were still pending as of June 2026.
