The promise was to continue protecting the Gateway/Hudson Tunnel project, not necessarily to complete construction. During Kim's federal service, he voted for the Infrastructure Investment and Jobs Act, which created and funded grant streams later used for Gateway. The project then secured full federal funding commitments in 2024 and continued advancing into major construction contracting. Although a February 2026 federal disbursement pause temporarily threatened construction, Gateway announced later that month that construction resumed and by June 2026 multiple construction packages were active or completed. Given Kim's federal vote materially helped enable the funding framework and the project remained funded and moving during his Senate term, this counts as delivered with same-term timing.
