Public Law 118-210 includes Title II, Subtitle C, Home Loans, with Sec. 231 titled Improvements to program for direct housing loans made to Native American veterans by the Secretary of Veterans Affairs and Sec. 232 titled Native community development financial institution relending program.
Sec. 231 amends 38 U.S.C. 3762(h) to state that the Secretary may make direct loans to Native American veterans to refinance existing mortgage loans, including existing loans under the section, existing non-program mortgage loans, and refinance loans used to repair, alter, or improve a dwelling.
Sec. 231 expands outreach by requiring partnerships with tribal organizations, tribally designated housing entities, Native CDFIs, and nonprofits for outreach, homebuyer education, housing counseling, and post-purchase education; it also requires information and training about the relending program.
Sec. 232 adds 38 U.S.C. 3762A, authorizing VA to make loans to Native community development financial institutions so they may relend loan amounts to qualified Native American veterans for purchase, construction, improvement, or refinance of dwellings on trust land.
The current U.S. Code shows 38 U.S.C. 3762(h) authorizing direct loans to Native American veterans to refinance existing mortgage loans, 3762(i)(2)(G) requiring outreach, homebuyer education and housing counseling partnerships, and 3762A establishing the Native community development financial institution relending program.
